To develop:
- environmental services

- institutional capacity
- ...
A community of stakeholders needs to agree on the objectives and priorities, specific to each
situation exercising normative judgement. We facilitate this process through group panels,
nominal group technique or analytical hierarchy process but we do not impose these values.
